i was looking for this other tip, but i didn’t see it in your video, i can’t remember where it was located, but for me in early game around level 10-15 i found 100 treasury notes in a safe and hung onto them, and finally know how to use them!
I think Vin refreshes every 20 minutes but it's based on the world. 8 worlds open means you can potentially do it 8 times in 20 minutes. (Imposs, obviously, lol) As you said, if someone has done it recently, timer.
All creater,settlers,free events all give at least 4 treasury notes. usually you can earn around 16 in one day

I collected 6 from a Davenport mission, I sold the photo of Meg from Crater, to Ward at foundation, then went and spoke to Davenport and he gave me notes also. I had to have perception +12 to convince Ward the picture was more valuable than he was offering.
